Title: Estates and Facilities Manager



Position Summary:

Responsible for all property and estates matters within the group for wholly owned or managed property and all matters related to Health and Safety.



Managing Estates and Facilities to ensure appropriate support for managers and staffing providing service user and customer centred services which recognise the department contribution to the overall service user experience.



A high level of commercial acumen is required, including strong knowledge of contract management and procurement, cost management, budgeting and supply chain management.



Responsibilities and Accountabilities:



Strategic

• Leads on the operational management and direction of all Estates and Facilities services in ensuring the establishment and implementation of professional standards and relevant staff development.
• Responsible for ensuring that the department delivers the operational plans in line with strategic plans across the business and that the organisation meets its targets by analysing information to ensure compliance.
• Ensuring that all areas of Estates and Facilities services have robust mechanisms for monitoring performance against quality management systems and national targets, dealing with and reporting any non : compliance issues to senior management.


Operational

• Ensures a rolling programme of cyclical and reactive estates maintenance is implemented across the organisation
• To lead on and Implement improvement programmes within the Estates and Facilities services
• Ensure that all services have robust continuity plans that support the overall business continuity plan
• Successfully communicating and negotiating with contractors in line with organisations and statutory requirements to achieve best possible business outcomes
• Undertake Environmental Audits and consider the environment and the impact of proposed work, with particular regard to energy efficiency.
• Provide guidance recommendations and solutions relating to system failures and operational difficulties
• Works collaboratively with external consultants to deliver an excellence best value service.
• Leads on the completion of any property related insurance liability claims
• Contributes towards the completion of the tender process when required
• Is responsible for the active management of all estates and facilities staff within the reporting structure
• Responsible for inspections and all facilities access controls.
• Keeping up to date Business Licences
• Ensures homes have adequate security hardware that is serviced accordingly.
• Ensure the Group continue to be accredited as an organisation


Health and Safety

• Is responsible for all matters related to Health and safety across the group
• Provides interpretation of legislation as required, acting as the source of technical expertise on technical estates and all health and safety issues
• Take the lead in discussions with Fire Prevention Officers and Environmental Health Officers, and to assist as required in discussions with representatives from other statutory organisations (e.g.: Social Services and District Health Authorities or other enforcement bodies ).
• Group lead for risk assessments regarding Legionella and the regular monitoring of Legionella
• Be on call for advice and assistance in emergencies, providing cover for other Property Operations Managers when absent on leave, sick, etc.


Policy

• Ensure compliance with all relevant legislation and codes of practice with particular emphasis on all health and safety matters, especially replacement of hazardous materials, legionella control, water temperature, lift maintenance and the avoidance of hazards generally, liaising with the Health and Safety Executive when appropriate.
• Develops implements and updates policy documents for the department, collaborating appropriately and ensuring that all policy and service developments are impact assessed in respect of equality requirements.


Finance and Procurement

• Acts as budget holder for Estates and Facilities with direct responsibility and accountability
• Is responsible for monitoring and keeping up on all aspects of service maintenance; general statutory maintenance, equipment servicing.
• Authorise invoices for payment, orders for supplies and ensures all are in line with any business covenants
• Will make arrangements for regular waste disposal and general waste / recycling as well as clinical waste.
• Will lead energy procurement of both Gas and Electricity ensuring competitive rates.
• Purchase and procurement of furniture and material for the group
• Secure multiple contracts in key areas such as; food (groceries, dairy, meant), stationary and domestic areas. Then deliver and monitor budgets for the aforementioned contracts.


Required Experience:

• BIFM qualified
• Qualified with a minimum of HNC in Mechanical/Plant maintenance or Building Services engineering.
• NEBOSH, IOSH or Certificate in Occupational Health & Safety.
• Senior Management level experience
• Sound knowledge of building construction and project management
• Successful project/contract management
• Experience of the CQC and other care regulatory bodies
• Good communication and interpersonal skills
• IT skills in Word, Excel and PowerPoint
• Sound knowledge of Health & Safety regulations and the ability to translate into real business and compliance solutions
• Ability to attend evening meetings and occasionally work ‘out of hours’
• Negotiating with contractors and suppliers
• Excellent financial business acumen
• Experience in working with vulnerable people and resident groups
• Experience of leading a multi discipline property team
