Cameron James is currently partnering with a leading rural enterprise in their search for a Head of Finance.

You will ideally be a fully (ACA,ACCA or CIMA) qualified Accountant with a least two years’ experience of producing statutory and management account. You will also be responsible for, and work closely with, the IT and Estate Managers to develop our approach to systems & property.

The role includes direct responsibility for delivering, with the assistance of a small team, financial support to the Authority and its managers; you’ll draw up annual budgets, assist with the financial side of project management, manage our bank accounts, prepare relevant management information, and ensure the integrity of all our financial systems and records.

Responsibilities:

• To provide a comprehensive, cost-effective financial accounting, information advisory service to the organisation

• To ensure the efficient and effective functioning of the IT systems and services.
• To ensure the efficient and effective delivery of the property and estates management service.
• To ensure the efficient and effective delivery of a payroll service.
• Prepare, in conjunction with the Heads of Departments, annual revenue and capital budgets in a form and timescale established by the Authority and the Treasurer
• To provide high quality financial advice and guidance to the wider business
• Responsible for the management of the Authority's bank accounts including bank reconciliation procedures.
• Responsible for preparing Committee reports, briefing notes, memoranda and letters as necessary and for ensuring the financial implications of all Committee reports are accurate and relevant.
• Ensure that the Authority's grant and other financial or statistical returns to external agencies are managed promptly and accurately.
• Responsible for the provision of accurate, relevant financial information to Members and Officers, and for the integrity of financial systems and accounting records.
• Liaise with the Authority’s internal and external auditors.
• To manage the development and maintenance of the Finance Section's policies and procedures to ensure the efficient running of the Section.
• Assist the Director of Corporate Services with the production of the Authority's planning documents and DEFRA information.

Key competencies

• Ideally ACA, ACCA or CIMA qualified
• Experience of producing both statutory and management accounts
• The ability to lead and motivate a small team
• Confident, with strong communication skills
